1st provision- Each Country has a right to govern themselves to their own rules.
2nd provision- A country can enter the WA council as long as they are WA members.
3rd provision- A country can enter the United JCP Dallas Region as long as they are Jesuit Students/Alumni.
4th provision- The WA delegate will have the same power regional power as the founder.
5th provision- Should the WA delegate become abusive, the Founder has the right to remove the regional powers from the delegate and enable the WA council to elect a new delegate.
6th Provision- Countries have the right of free speech, but flame wars, insults, and inappropriate behavior will not be tolerated.
7th Provision- Any country that breaks any rules will be given a warning the first time. The second will result in a ejection but allowed back in after 2 days. The third will result in a ban.
8th Provision- WA countries in the WA council must adhere to the decisions made by the majority of the council.
9th Provision All military and police should have basic zombie combat training. All militaries should have at least one elite-Zombie battling unit.
10th Provision The Study of Zombies should be done, for both combat learning, and for potential beneficial health effects. All zombie-research facilities should be well isolated and should have an emergency self destruct system.
11th Provision We don't have to choose one or the other. Depending on magnitude of outbreak, we can begin with quarantine of individual families, neighborhoods. If the need arises we can close off a city. Only in worst Case Scenarios shall we destroy the area.
12 Provision A citizen will be considered infected until death, at which point, upon reanimation, shall be considered Zombie and hostile. The Infected citizens shall be kept away from un-infected, shall not be executed unless they turn violent.
